The U.S. has struck a deal to take majority control of more than 65 billion barrels of Venezuela\u2019s oil reserves, nine months after the U.S. military abducted President Nicol\u00e1s Maduro and his wife Cilia Flores in a raid on Caracas and two months after The New York Times<\/em> revealed that U.S. Secretary of State Marco Rubio has become the de facto<\/em> viceroy of Venezuela, effectively controlling Venezuela\u2019s finances, the distribution of its natural resources and its government. The new oil deal gives the Department of Defense a 35% stake in a joint U.S.-Venezuelan private company that now holds 100-year leases to 17 oil fields. It also gives the U.S. the right to buy some of the oil produced at cost \u2014 a major triumph for the Trump administration as the war on Iran depletes the United States\u2019 strategic oil reserves. Venezuela\u2019s acting President Delcy Rodr\u00edguez claims U.S. investment in Venezuela\u2019s oil industry will jumpstart the country\u2019s floundering economy, but critics, including Venezuelan economist Francisco Rodr\u00edguez, say the deal is not only \u201cunfavorable to Venezuela\u201d but also appears to violate the Venezuelan Constitution.<\/p>\n

\u201cThe whole history around this is extremely shady,\u201d adds Rodr\u00edguez, who previously led Venezuela\u2019s Congressional Budget Office and now teaches at the University of Denver. \u201cIt\u2019s clear that this is not a deal that any Venezuelan government would have entered into unless this country had been subject to an invasion, and unless its authorities had been held at gunpoint. So, I think we\u2019ve replaced gunboat diplomacy now for gunpoint diplomacy.\u201d<\/p>\n

AMY GOODMAN:<\/strong> Nine months after the U.S. military abducted Venezuelan President Nicol\u00e1s Maduro and the first lady in a raid on Caracas, President Trump has announced a deal for the U.S. to take majority control of more than 65 billion barrels of Venezuela\u2019s proven oil reserves. In addition, the Pentagon will take partial ownership of a private firm at the center of the deal: North American Blue Energy Partners. Trump praised the deal Monday.<\/p>\n

\n

PRESIDENT DONALD TRUMP:<\/strong> We have a great relationship with Venezuela. It\u2019s \u2014 you know, it\u2019s a \u2014 it\u2019s a team, in a sense, and we\u2019re taking out millions and millions of barrels of oil, going to Houston, going to Louisiana, going to lots of different places in the United States and all over the world. And we\u2019re doing \u2014 we\u2019re making a fortune, and they\u2019re making a fortune. They\u2019re starting to make real money. And we have Exxon going in. We have Chevron going in. We have our big oil companies going in. And everybody\u2019s bidding. \u2026<\/p>\n<\/blockquote>\n

So, you know, we do a lot of things. Here\u2019s a deal that nobody\u2019s ever heard of a deal like that. It may be the greatest deal ever made. Who knows? But it\u2019s millions and million. Already we\u2019ve paid for the war. The cost of the war has been paid for many, many times before. Where have you heard that before? You didn\u2019t hear that with Afghanistan. You didn\u2019t hear that with Vietnam and by people that ran it a lot differently than I run it.<\/p>\n<\/blockquote>\n

AMY GOODMAN:<\/strong> On Saturday, Venezuela\u2019s interim President Delcy Rodr\u00edguez defended the oil deal, insisting it\u2019s beneficial for Venezuela.<\/p>\n

\n

PRESIDENT DELCY RODR\u00cdGUEZ:<\/strong> [translated] In return, Venezuela receives production, employment, investment in infrastructure, higher revenues for the state and productive linkages for the national industry. The benefits are countless. This binational project, signed for 25 years, envisions the development of 17 strategic fields with a production target of more than 1.5 million barrels per day. This is solely under the binational agreement between Venezuela and the United States.<\/p>\n<\/blockquote>\n

AMY GOODMAN:<\/strong> Maryland Senator Chris Van Hollen criticized the deal, saying, quote, \u201cThis is proof Trump put our service members at risk to get Venezuelan oil for his billionaire buddies. Putting our soldiers\u2019 lives on the line for private profit is a gross dereliction of his constitutional duty,\u201d Senator Van Hollen said.<\/p>\n

The new oil deal comes two months after The New York Times<\/em> revealed U.S. Secretary of State Marco Rubio has become the de facto<\/em> viceroy of Venezuela, effectively controlling Venezuela\u2019s finances, the distribution of its natural resources and its government. The Times<\/em> likened Rubio\u2019s role to that of Paul Bremer, who was installed by George W. Bush to run Iraq after the U.S. invaded Iraq in 2003.<\/p>\n

We\u2019re joined now by Francisco Rodr\u00edguez, Venezuelan economist, senior research fellow at the Center for Economic and Policy Research, professor of public and international affairs at the University of Denver. His recent book is titled The Collapse of Venezuela: Scorched Earth Politics and Economic Decline, 2012-2020<\/em>. He\u2019s former head of Venezuela\u2019s Congressional Budget Office.<\/p>\n

Welcome to Democracy Now!<\/em>, Francisco Rodr\u00edguez. Can you respond to this deal that President Trump is hailing?<\/p>\n

FRANCISCO RODR\u00cdGUEZ:<\/strong> Well, good morning. Thank you for having me here.<\/p>\n

You know, for context, I think perhaps the most important detail announced by the White House yesterday is that these are going to be 100-year concessions. Venezuela never in its history has given 100-year concessions. The longest-ever previous concessions were given in 1907 by the government of Cipriano Castro, and they lasted 50 years. Venezuela\u2019s democratic movement during the 20th century actually made it a point that the country would give no more concessions. So, we\u2019ve really kind of dialed back the clock in history. Venezuela is now promising that 20 \u2014 or, it\u2019s committing \u2014 and, you know, it\u2019s interesting, because President Delcy Rodr\u00edguez said that it was only 25 years, and now the White House comes out and says, \u201cNo, it\u2019s not 25 years; it\u2019s 100 years.\u201d<\/p>\n

Venezuela is going to be giving, according to the deal, 20% of the output of this joint venture company, which is supposed to \u2014 it\u2019s now around 200,000 barrels, but it\u2019s supposed to rise to 1.5 million barrels. It\u2019s going to be giving it at cost to the United States. This is a deal that when you look, the more that you look at the details, it\u2019s clearly a deal that is unfavorable to Venezuela. It\u2019s a deal \u2014 you know, it\u2019s no surprise that the Venezuelan government has not published the details of this deal. The Venezuelan Constitution says that the National Assembly should approve all national public interest contracts. This hasn\u2019t gone before the National Assembly, and apparently the government is going to just ignore that provision, because if there were public debate about this deal previous to its approval, then there would be many voices against it. But from everything that we learn, this does not seem like a beneficial deal to Venezuela.<\/p>\n

The argument in favor of it is that they\u2019re saying that $100 billion of investment are going to be put forward. But up until now, we don\u2019t have any concrete announcement of major oil companies going in. We just have an announcement that the U.S. is cutting a deal with a Venezuelan businessman, who was already in the Venezuelan oil sector and who has actually been severely questioned for his past dealings with the Venezuelan government.<\/p>\n

JUAN GONZ\u00c1LEZ:<\/strong> And, Francisco Rodr\u00edguez, you mentioned [inaudible] actually have the details yet. We have Trump\u2019s interpretation. We have Delcy Rodr\u00edguez\u2019s interpretation. But the actual agreement [inaudible] room for debate on what exactly is in it. And the [inaudible] of the National Assembly having \u2014 is this \u2014 is this agreement legal by the current Venezuelan Constitution?<\/p>\n

FRANCISCO RODR\u00cdGUEZ:<\/strong> I believe that it\u2019s not. I believe that Article 150 of the Venezuelan Constitution is very clear. It says that any national public interest contracts that are signed with foreign states or with foreign entities must be approved by the National Assembly. And this is \u2014 I mean, even Hugo Ch\u00e1vez took the widely criticized and fairly criticized agreements to provide oil to China \u2014 he took them before the National Assembly. They were discussed, and they were approved there. The concessions that were done by the government of Rafael Caldera in the late 1990s, which were also very much criticized by Ch\u00e1vez, went through a debate in the National Assembly. The 1976 Nationalization Law went through a debate in the then-Venezuelan Congress. So, this is the first time in nearly a century that Venezuela is giving away these contracts without any public debate.<\/p>\n

And yeah, I mean, yesterday, the White House published a fact sheet. That\u2019s really what we know of it. But there are still a lot of details that go into these contracts that really make the difference. So, if the U.S. promises that it\u2019s going to put in $100 billion of investment \u2014 and, you know, it\u2019s contradictory, because the deal is supposed \u2014 <\/p>\n

JUAN GONZ\u00c1LEZ:<\/strong> Well, if I can interrupt you there for \u2014<\/p>\n

FRANCISCO RODR\u00cdGUEZ:<\/strong> \u2014 to bring $100 billion of investment, but \u2014 <\/p>\n

JUAN GONZ\u00c1LEZ:<\/strong> If I can interrupt you there for a second \u2014<\/p>\n

FRANCISCO RODR\u00cdGUEZ:<\/strong> \u2014 President Trump says that it\u2019s not going to cost a penny to taxpayers.<\/p>\n

JUAN GONZ\u00c1LEZ:<\/strong> \u2014 interrupt you there for a second, who are the actual investors? Could you talk about who in the U.S. is investing? This is the government directly? And also, who is the Venezuelan businessman [inaudible] \u2014<\/p>\n

FRANCISCO RODR\u00cdGUEZ:<\/strong> Yeah, so, there\u2019s a Venezuelan firm \u2014<\/p>\n

JUAN GONZ\u00c1LEZ:<\/strong> \u2014 partner with the U.S. in this?<\/p>\n

FRANCISCO RODR\u00cdGUEZ:<\/strong> There\u2019s a Venezuelan firm called North American Blue Energy Partners, and this is a firm that is owned by Alejandro Betancourt. Alejandro Betancourt is a Venezuelan businessman who has been severely questioned, and there are many reports of this. Washington Post<\/em> published on it, Wall Street Journal<\/em>, about investigations and about how he\u2019s been referred to in several indictments for money laundering. This is the former CEO of a company called Derwick and Associates that was hired for no-bid contracts by the government of Hugo Ch\u00e1vez to build electricity plants, at least one of them which never got built. And, you know, Venezuela is experiencing massive electricity shortages now, partly as a result of the fact that these contracts to build energy plants were never delivered on, and those plants are now not producing any reasonable levels of energy. So, the whole history around this is extremely shady.<\/p>\n

And again, the U.S. says that it\u2019s not going to put in any money, but then, where are those $100 billion going to come out of? And what happens if that new investment does not materialize? Well, what will have happened is that Venezuela will have committed to hand over a significant part of its oil production to the United States at no cost. And it\u2019s clear that this is not a deal that any Venezuelan government would have entered into unless this country had been subject to an invasion and unless its authorities had been held at gunpoint. So, I think we\u2019ve replaced gunboat diplomacy now for gunpoint diplomacy.<\/p>\n

AMY GOODMAN:<\/strong> As Trump said, \u201cWe\u2019re going to be taking that oil out.\u201d He said, \u201cWe have Exxon going in \u2026 Chevron going in. We have our big oil companies going in. \u2026 And, you know, there were those who say it was the greatest deal ever made.\u201d<\/p>\n

I wanted to quote former Human Rights Watch Executive Director Ken Roth, who said on social media, quote, \u201cTrump says he will take control of Venezuela\u2019s huge oil reserves. The terms are unclear, but senior Venezuelan officials, all fearing arrest, are hardly in a position to negotiate vigorously, making the whole thing [seem] like one big military theft,\u201d Ken Roth said.<\/p>\n
